I like the comment above from "areyoupeopleserious" - apparently you have never been touched by violent street crime and neither has anyone in your immediate family, because you would have a different opinion as to the dispostion of these street thugs.

In a tenant-landlord situation, the landlord is ultimately responsible for the following:

(1) Comply with the requirements of all applicable building, housing, health, and safety codes that materially affect health and safety;

(2) Make all repairs and do whatever is reasonably necessary to put and keep the premises in a fit and habitable condition;

(3) Keep all common areas of the premises in a safe and sanitary condition.

Not much crime exits in downtown now because there are not many businesses that are open in the evenings.

However, the more restaurants and bars that stay open in the evenings, more drug dealers and their assorted henchmen will come out of the woodwork to wreck havoc upon law-abiding citizens.
