I fully agree with Traveler; our country's answer to the drug problem is to put more people in prison, and that is not working.
We need to figure out another solution before our society crumbles.

Most likely one kid or a group of kids needing money for drugs. Almost all crime can be traced to illegal drug use.

Our society needs to impose prison sentences for drunk drivers.
That may not prevent people from drinking and driving, but will remove habitual offeders from the streets.
