Benefits employers and maybe senior citizens whom casually hire folks for lawn care services or handyman jobs- character and integrity.

Also I imagine would eliminate some dead beats whom slack on their (speeding, parking in a handicap, no car tag, etc.) bills/fines/accumulated fees.

Besides, respectfully using your example, why are they speeding to begin with or perhaps their original charge was reduced to speeding- either way, yes, make them register.

Why not?-
1]. They broke the law speeding.
2]. They broke the law and didn't pay the fine, etc.
3]. Make them register.

Same behavior modification system as used in the prison system.
