Suppose someone robs a business and gets away with it for 10 years.
Then the business owner finds out whom the robber was (10 years after the robbery), and the business owner tracks down and catches up to the robber (who is now a minister of god).
The business owner shoots and kills the robber 10 years after being robbed.
Well then, we can call that no harm - no foul.
I the taxpayer am getting shot with shoddy state government spending when in fact the state can recoup these overpayments easily.
