Youngstown Councilman Julius Oliver, D-1st, said more work needs to be done on the city's plan to revamp its parking meter ordinance. Clerk of Council Sarah Brown-Clark said she wants the ordinance to allow immobilization of vehicles for those delinquent in paying parking fines.
