George Hauman shows off the solar panels atop his Hilton Avenue home, where he’s lived “off the grid” since 2013. Hauman said he also used a rainwater-collection system to circulate water through the home. But the city, in 2017, “red-tagged” the home for not having the three legally required utilities. He’s now suing the city in federal court.
