Jerry O’Hara is president of the Garden District Neighborhood Association, which was formed in 2011. Its 80 members tend to the lower West Side neighborhood, which stretches from Fellows Riverside Gardens to Belle Vista Avenue. From there, it extends south to McCollum Road.
