Marucci & Gaffney Inc. of Youngstown is replacing the city’s Elm Street Bridge over Crandall Run, which carried a daily average of more than 7,000 vehicles. The 94-year-old bridge closed March 4, and its replacement is scheduled to open in mid-November, when the $2.3 million project is completed.
