1776: The Virginia state constitution is adopted, and Patrick Henry is made governor.

1936: Entertainer and songwriter George M. Cohan is presented with the Congressional Gold Medal by President Franklin D. Roosevelt for his contributions to building American morale during World War I.

1967: Actress Jayne Mansfield, 34, is killed along with her boyfriend, Sam Brody, and their driver, Ronnie Harrison, when their car slams into the rear of a tractor-trailer on a highway in Slidell, La.

Andrew W. Allen, CEO of St. Elizabeth Hospital Medical Center, says the growth of outpatient treatment from 10 percent a decade ago to 25 percent, has left the hospital with more employees and more facilities than needed.

United Engineering & Foundry Co.’s New Castle, Pa., plant, occupying the site of a former big steel plant, has contracts aggregating between $25 million and $30 million for forging and machining 6- and 8-inch shells for the Army.
