ELECTION UPDATE | Anti-fracking bill is tied in early voting

YOUNGSTOWN - With early votes in there is a 682-682 tie in the Youngstown anti-fracking "Water Protection Bill of Rights" charter amendment.

This is the seventh time the proposal has been in front of city voters. It's been rejected six times.
