Volney Rogers' Todd named top city teacher

YOUNGSTOWN — Volney Rogers Elementary School kindergarten teacher Brogan Todd is Youngstown City Schools 2018 teacher of the year.

“I’m just so honored and so humbled,” Todd said tearfully after this morning's announcement.
