1968: President Lyndon B. Johnson announces that Gen. William C. Westmoreland, the commander of American forces in Vietnam, will leave that post to become the U.S. Army’s new chief of staff.

1312: Pope Clement V issues a papal bull ordering dissolution of the Order of the Knights Templar.

1765: British Parliament passes the Stamp Act to raise money from the American colonies, which fiercely resist the tax. (The Stamp Act was repealed a year later.)

1933: During Prohibition, President Franklin D. Roosevelt signs a measure to make wine and beer containing up to 3.2 percent alcohol legal.

1958: Movie producer Mike Todd, husband of actress Elizabeth Taylor, and three other people are killed in the crash of Todd’s private plane near Grants, N.M.

1978: Karl Wallenda, the 73-year-old patriarch of The Flying Wallendas high-wire act, falls to his death while attempting to walk a cable strung between two hotel towers in San Juan, Puerto Rico.

1988: Congress overrides President Ronald Reagan’s veto of the Civil Rights Restoration Act.

1992: Twenty-seven people are killed when a USAir Fokker F-28 jetliner bound for Cleveland crashes on takeoff from New York’s LaGuardia Airport; 24 people survive.

2017: A knife-wielding man plows a car into pedestrians on London’s Westminster Bridge, killing four people, then stabbed an armed police officer to death inside the gates of Parliament before being shot dead by authorities.

1993: J. Phillip Richley, former Youngstown mayor and director of the Ohio Department of Transportation, is pronounced dead of a heart attack at St. Elizabeth Hospital. He was 66.

A fire of undetermined origin damages St. George Byzantine Catholic Church on Youngstown’s West Side. The loss is estimated at $200,000 to the structure and $30,000 to the contents.

Salem leaders are planning the 100th birthday celebration for renowned artist and Salem native Charles Burchfield.

1978: Second Ward Struthers Councilman Robert Carcelli, 29, is pistol-whipped by one of two armed robbers at his Sports Page Bar on Midlothian Avenue.

John B. Tidwell takes the stand in his own defense during his trial in the murder of C. Walter Holmquist and his wife, Dorothy. Tidwell first tells of growing up in Leavittsburg as a Cub Scout and Little Leaguer, then in his later life as a Las Vegas pimp. He says he went to the Holm-quists’ Cortland home two hours after they were killed to retrieve shotgun shells after he was told at a bar that his gun had been used in the murders.

Poland Village police arrest three men and a juvenile after a year’s investigation into 20 burglaries in which more than $30,000 in antiques were taken.

1968: Production of beverages in nonreturnable bottles is suspended at three Youngstown bottling companies as the result of a national strike by glassblowers. Coca-Cola, Pepsi- Cola and Royal Crown Cola plants have exhausted their bottle supplies.

1943: Councilman Guy T. Ohl, one of Youngstown’s foremost attorneys, a board of education member and civic leader, dies at his home on Volney Road.

Youngstown Sheet & Tube Co. will make all the 22,500 tons of 20-inch steel pipe for East Ohio Gas Co.’s new pipeline to bring Texas and Kansas natural gas to the district.
