Mom charged after children 2, 4 and 8 found wandering down the street in winter coats and hats

Kisha Radcliff, 27, of Hartman Avenue Northwest pleaded not guilty Tuesday in Warren Municipal Court to three counts of child endangering after her three small children were found wandering down the street alone Monday morning.

She was ordered to have no contact with the children, and bond was set at $3,500.

A woman driving on Garden Street Northwest reported seeing children age 8, 4 and 2 in winter coats and hats walking down the street pushing a stroller at 11:35 a.m.

The woman stopped to ask if they were OK, and they said they did not know where they lived. The woman took them to her apartment and called 911.

The oldest child told police her two younger brothers started walking down the street so she went with them. She told police her father’s name, and they discovered his address on nearby Hartman Avenue.

Officers took the children home and knocked on the door several times but got no answer. An uncle came over and went inside.

The officer found Radcliff, the mother, in bed sleeping. After yelling at her several times, she woke up.

She told the officer she thought the children were downstairs taking a nap, but the officer said the children had been gone about an hour.

The children were left with a neighbor who has cared for the children in the past, and Radcliff was taken into custody.

Trumbull County Children Services was advised.
