Noon Year’s Eve Celebration

YOUNGSTOWN

Newport Public Library, 3730 Market St., will host an event for the entire family at 11 a.m. Dec. 29. Participants can make their own party hats, noise makers and more, then count down to noon. Materials will be provided.
