One NEOCAP escapee caught in Portage County

WARREN — One of two men who escaped from a correctional facility in the city Sunday was arrested tonight in Portage County, The Vindicator’s broadcast partner, 21 WFMJ-TV reported.

WFMJ reported Joshua Keenan, 25, was in the Portage County Jail and would be transferred to the Trumbull County Jail.

The search continued for Tyler Bianca, 23, the second man who escaped from NEOCAP, a correctional facility for nonviolent offenders that serves as an alternative to prison.
