Cortland man wins $1 million lottery ticket

CORTLAND — Arthur Black of Cortland won a $1 million payout after purchasing a scratch-off “Max the Money” ticket. Black was on vacation when he bought the ticket.

He will receive payouts of $40,000 annually for 25 years.

Black bought the winning ticket from a Murphy USA gas station in Cortland.
