Award for program

The NorthEast Ohio Community Alternative Program was presented with the 2017 Clifford Skeen Award, which also included a special recognition certificate from Gov. John Kasich and Lt. Gov. Mary Taylor.

Since 1993, the Ohio Department of Rehabilitation and Corrections and the Bureau of Community Sanctions have presented the award annually to residential and nonresidential programs in recognition of commitment and excellence in community corrections.

The Clifford Skeen Award is given in honor of the late, eight-term state Rep. Clifford Skeen, who sponsored the Community Corrections Act passed by the Ohio Legislature in July 1979. The purpose of the law was to reduce the number of nondangerous offenders being sent to state prisons.

NEOCAP is a four- to six-month regional minimum-security residential facility that serves as a sentencing option for adult male and female felony offenders from the common pleas courts of Trumbull, Portage, Lake, Geauga and Ashtabula counties. It is separated into a 125-bed facility for males in Warren and 60-bed female facility in Painesville Township in Lake County.

NEOCAP was also selected as the Clifford Skeen Award recipient in 2004 and 2009.
