YPD arrests four on drug charges

Police arrested four people Thursday on felony charges related to drugs – three of them involving opiate-related offenses.
Two of the arrests came in a pair of search warrants served by the Community Police Unit and the vice squad investigating drug activity.
About 4:45 p.m. at a home at 165 S. Jackson St. on the East Side, police found nine Suboxone strips, a 9 mm handgun, a heroin press and two bags of suspected crack cocaine.
Arrested on drug charges was Frances Turner, 26, who lists the home as her address. Three children in her home, two age 3 and one who is 5, were given to a relative, reports said.
Turner was arraigned Friday in municipal court before Judge Elizabeth Kobly, who set her bond at $10,000 on charges of possession of drugs, possession of cocaine and possession of drug paraphernalia.
About 6:30 p.m. at a 17 Rhoda Ave. home on the West Side, police found 13 bags of suspected fentanyl and $2,269 cash.
The cash and five bags of fentanyl were found on George Milburn, 63, of Cherry Hill, who was pulled over nearby. He was spotted by members of the vice squad and Community Police Unit pulling out of the drive after they arrived. He was arraigned on a charge of possession of drugs, and his bond was set at $5,000.
The remaining eight bags of fentanyl were found inside the home, reports said.
Reports said a Columbiana man who was found passed out about 11 a.m. Thursday on a West Side street from a heroin overdose told police it was obvious he had used drugs, and they did not need to get a blood sample from him.
Officers were called to North Osborn and Connecticut avenues where an off-duty officer found Albert Santiago, 32, passed out behind the wheel of a car. Reports said paramedics had to give Santiago two doses of the opiate-reversal antidote Narcan. He was holding a needle in his hand when he was found.
Santiago was taken to St. Elizabeth Youngstown Hospital to be treated, and reports said he agreed to have blood drawn for a test. Reports said he told police: “Why do you need a test or do a sample? I was using. I’m just embarrassed about this.”
Santiago faces charges of operating a motor vehicle under the influence of alcohol or drugs, possession of a drug-abuse instrument and inducing panic. He was not arraigned Friday.
About 8 p.m., police responding to a fight call at Lexington and Covington avenues arrested Victor Green, 45, of Glenmont Avenue, on charges of possession of cocaine, assault and possession of marijuana.
When police arrived, they saw Green, who was dressed in red, throw something on the ground. A woman there said Green had been fighting with her because he accused her of stealing his phone charger and he choked her.
When police checked where Green was standing, they found a bag of suspected crack cocaine, a bag of suspected powder cocaine and a bag of suspected marijuana, reports said. Judge Kobly set his bond at $30,000.
In September, Green was arrested on drug charges after a car he was in was stopped after it pulled out of a home where police were serving a warrant. Reports said he had more than $10,000 cash on him and heroin, fentanyl and six pills. He is free on bond from that case.
