2 OD victims charged for drug incidents

Township police arrested two people this weekend for actions related to their own drug overdoses – including one from an incident in November.
Patrick Altier, 28, of Youngstown, was arrested on a warrant for a charge of inducing panic. The charge stems from an April 28 incident in the parking lot of Lariccia’s Italian Marketplace on Southern Boulevard.
According to a police report, a woman called for help after her boyfriend, Altier, suffered an apparent overdose while she was driving with him in the vehicle.
She told police that Altier “took an unknown type/amount of drug[s], got into her vehicle and then began to feel the effects,” according to the report. “She pulled into the parking lot of Lariccia’s when Altier began to turn blue, and administered Narcan to him.”
Narcan is a medication that reverses the effects of an opioid overdose.
Police reported that they did not find any contraband in the vehicle or on Altier.
Township police arrested Kristina Green, 28, of Hillman Way on warrants Friday related to a November overdose at Steak n’ Shake on Applewood Boulevard.
According to a police report, police and emergency medical responders were called to the restaurant shortly before 5 a.m. for a report that an employee had overdosed in the restroom.
A witness reportedly climbed over a locked restroom stall to check on Green, who was found “slumped forward and barely breathing.” It reportedly took eight sprays of Narcan (which is administered via the nose) to revive Green.
Responders reportedly found a syringe on the floor next to Green, as well as a case containing two used syringes, a metal spoon, a plastic bottle cap with cotton inside, a lighter, a pack of cigarettes and a folded piece of paper that contained a powder substance.
Asked what happened, Green reportedly told police, “I did what I thought was heroin.”
She was arrested Friday on charges of possession of drug paraphernalia, possessing drug-abuse instruments and two counts of felony drug possession.
A Youngstown woman also faces numerous drug-related charges after police found her passed out in a vehicle at Indianola Road and Southern Boulevard about 4 a.m. Sunday.
After Summer Alderman, 38, was placed under arrest for operating a vehicle while impaired, police reportedly found a crack pipe, a medication used to treat opioid addiction, a prescription drug used to treat anxiety and panic disorders, a marijuana pipe, rolling papers and marijuana.
She was charged with numerous counts of drug abuse and possession of drug paraphernalia, OVI and driving with a suspended license.
Tests reportedly found that Alderman’s blood-alcohol concentration was zero.
Lastly, township police arrested Charles Quinn, 30, of New Castle, Pa., on Friday on charges of possession of drug paraphernalia, possessing drug-abuse instruments and theft after they reportedly found two hypodermic needles, a tie-off and two burned spoons on him after he was arrested on shoplifting charges at Gabe’s on Boardman-Poland Road.
