The two judges who oversee operation of the Mahoning Valley Sanitary District have some questions they want answered before they consider a proposal to refund $5 million to cities that purchase water from the district.
According to 21 WFMJ-TV, The Vindicator’s broadcast partner, Judge Ronald Rice of Trumbull County Common Pleas Court and Judge Lou D’Apolito of Mahoning County Common Pleas Court sent a joint letter to MVSD lawyer Tom Wilson saying some questions need to be answered before a hearing can be scheduled on the proposed refund.
The MVSD announced last month it intends to distribute the $5 million in surplus funds to Youngstown, Niles and McDonald, which all buy wholesale water from MVSD and resell it to surrounding areas such as Girard, Canfield, Mineral Ridge, Lords-town, Craig Beach and portions of 10 other townships.
21 News says the letter informs Wilson that in order to grant the refund, the MVSD would first need to obtain a written opinion from the Ohio Attorney general, or Ohio auditor, or some other governmental agency to determine if the transfer of funds is permissible.
Shots fired at home

No one was injured after several shots were fired about 12:20 a.m. Wednesday at a home in the 400 block of Clearmount Avenue. Officers were called to the street where residents of one home said there were two spent bullets in their home. That house was hit four times by gunfire, reports said.
Police found nine .40-caliber shell casings and five .45-caliber shell casings in the street, reports said.
Arrested after gunfire

Police arrested a man Wednesday after answering a gunfire call. Witnesses told police that Jerome Givens, 55, of Compton Lane, was driving a car and firing the shots at the home on the South Side. As officers were on their way about 1:45 a.m. to a home, they saw a car matching the description turn onto Market Street.
Officer Michael Medvec followed the car until it stopped in a driveway in the first block of Brooklyn Avenue. Outside the car, reports said officers found a .40-caliber semiautomatic pistol and a bag of suspected marijuana, and it appeared they were thrown from the car. Givens was taken to the Mahoning County jail on charges of being a felon in possession of a firearm and carrying a concealed weapon, along with a minor misdemeanor possession of marijuana charge.
Homes hit by gunfire
WARREN
Police were called to a home in the 200 block of York Avenue Northwest late Tuesday and early Wednesday for gunfire. Multiple homes were hit.
The first call was at 11:07 p.m., when residents at two homes reported gunfire coming from a passing vehicle. No one was injured, but police found bullets, one of which hit a wood pillar on a front porch.
About two hours later, at 12:55 a.m., police were called to the same home for 10 to 15 people fighting and shots being fired. A witness said the man from the earlier call fired one of the shots.
