Anti-bed bug policy
YOUNGSTOWN
To prevent the spread of bed bugs, Youngstown has instituted a new collection policy for customers throwing out mattresses and box springs.
The discarded items must be encased in heavy-duty plastic – such as a plastic tarp or a drop cloth – and securely sealed with duct tape. The city sanitation department will pick up mattresses and box springs only when wrapped and contained properly. If customers leave unwrapped items at the curb, they will violate the city litter ordinance and could be cited and fined.
Arrest in shooting
YOUNGSTOWN
Police arrested a man Wednesday in the shooting up of windows earlier in the morning with a pellet gun downtown.
Andrew Appugliese, 56, also known as John Appugliese, is in the Mahoning County jail on three counts of felony vandalism and is expected to be arraigned today in municipal court.
Police arrested Appugliese on a warrant Wednesday afternoon at a home on Neilson Avenue.
Windows at 20. W. Federal St. and 201 W. Federal St. were damaged by pellets fired from a pellet gun at about 1:10 and 1:50 a.m., respectively. A witness told police they saw someone in the area leaning out of an SUV firing from a pellet gun.
Teacher pretrial set
GIRARD
The pretrial for a Girard City Schools teacher facing a disorderly-conduct charge has been reset.
Daniel J. Nagle, 38, of Struthers is slated to appear March 15 in Girard Municipal Court on the misdemeanor charge.
Police escorted Nagle from the school building Sept. 27 after Jennifer Santangelo, junior high principal, reported Nagle had acted in a threatening manner toward her after she cited him for being late to work on several occasions.
Nagle, a seventh- and eighth-grade teacher, entered a not-guilty plea in October. He has been on paid administrative leave since Sept. 28.
Warren ridership up
WARREN
Janet Hazlette of Warren, a public-transportation advocate, told Trumbull County commissioners this week the Western Reserve Transit Authority’s Warren Express route provided 54,588 rides in 2016, an increase of 854 rides from 2015. The service runs from Youngstown along U.S. Route 422 through Girard, Niles and into Warren every two hours, six times per weekday. Hazlett said 15,811 of the rides were for elderly and/or disabled people.
Muslim discussion
YOUNGSTOWN
The First Unitarian Universalist Church of Youngstown, 1105 Elm St., will have a panel discussion, “Being Muslim in Youngstown” at 12:30 p.m. Sunday. The discussion is open to the public.
Lordstown meeting

Lordstown Board of Public Affairs will have a special meeting at 3:30 p.m. today at the administration building, 1455 Salt Springs Road.
Scholarship endowed
WARREN
The William C. Horton Memorial Scholarship was recently endowed at Kent State University at Trumbull thanks to more than $25,000 in gifts from friends, family and local community organizations.
The scholarship will support residents of Trumbull County who are pursuing a degree in business there.
