Officers shackle one-handed man who couldn't be cuffed

Reports said a Goleta Avenue man was arrested late Wednesday for resisting arrest and obstructing official business after he told a police officer he could not be arrested because he was at his mother’s home.

An officer tried to pull over a car about 11:20 p.m. driven by Marcus Kennedy, 27, because of a faulty brake light and a license plate that did not match the color of the vehicle, and the vehicle pulled into a drive on Goleta Avenue.

Reports said Kennedy got out of the car and told the officer to leave because he was at his mother’s house. When Kennedy tried to get inside the house the officer told him to turn around and Kennedy refused.

Kennedy was pinned to the wall by the officer and others who arrived as backup but kept trying to hit police. He was stunned twice and taken to the ground but police could not handcuff him because he only has one hand, so he was shackled, reports said.

On the way to the Mahoning County jail Kennedy also threatened police, reports said.
