The former home of the St. Vincent de Paul soup kitchen was approved to be sold for $79,000 to Winner Group Holdings by the city’s board of control this morning.

The board also approved a development agreement with Winner Group Holdings, allowing the city to sell the property for development into a restaurant.

Earl Winner, the head of Winner Group Holdings, said he intends to develop the building into a bar and restaurant and hopes to open alongside the city’s new downtown amphitheater.
