Youngstown board signs deal with health care provider to buy former South Side grocery store

The city’s board of control signed a development agreement with a health care provider to purchase the former Bottom Dollar grocery store on the South Side for $150,000 and open a medical facility there.
The deal with ONE Health Ohio, approved Thursday, would have the business provide medical, dental and behavioral health services with a focus on lower-income people at the location at 2649 Glenwood Ave.
The city had wanted to replace Bottom Dollar, which closed in January 2015 after the company was sold, with another supermarket. But numerous attempts to attract a grocery store there were unsuccessful.
City council approved an agreement to sell the property to ONE Health more than a year ago.
But negotiations took longer than expected before the two sides came to an agreement, said T. Sharon Woodberry, the city’s director of community planning and economic development.
The sale of the property will be finalized shortly. The development agreement calls for ONE Health to have up to 12 months after the sale to start construction on the project and up to 24 months to open the medical facility.
The board also approved the purchase of 1005 Belmont Ave., the long-closed Bel Park Professional medical building across the street from St. Elizabeth Youngstown Hospital, for $355,000 from its owner, Behnam David Enayati of Los Angeles.
The city will demolish the building in the next few months and attempt to sell the land for development purposes, said Mayor John A. McNally.
“I expect to get some inquiries for the property,” he said.
