Bryan Higgins, Rotarian, introduced speaker Jim Ferraro, Western Reserve Transit Authority director, at the Struthers Rotary Club’s October meeting. The WRTA initially was funded by an assessment to property taxes in Youngstown, but with the devaluation of city properties over the years, the funding was modified to a sales-tax basis. The WRTA now serves all of Mahoning County, and its primary service is the movement of workers to and from jobs. At right, from left, are Jennifer Johnson, Rotary president; Ferraro; and Higgins. Johnson holds a book that will be donated to the Struthers Elementary School library in Ferraro’s name in appreciation for his presentation.
