Valencia Marrow, Youngstown City Council clerk since 2008, has earned her master of municipal clerk professional designation from the International Institute of Municipal Clerks.

Marrow earned her bachelor’s degree in business administration from Youngstown State University. She has been a member of both professional associations associated with municipal clerks, namely, the Ohio Municipal Clerks Association and the International Institute of Municipal Clerks since 2009.

Marrow is the only city council clerk in the city’s history to have earned this designation, having earned the Certified Municipal Clerk certification status in May 2012 and, most recently, the master municipal clerk status in September.

Thomas Brophey, a Columbiana County school board member, is among five people to receive the most prestigious honor from the Ohio School Boards Association.

Brophey, who has served 23 years as a Wellsville school board member, will be recognized as a 2016 All-Ohio School Board member Nov. 16 during the OSBA Capital Conference and Trade Show in Columbus.

The award recognizes outstanding service to public education and represents the dedication shown by thousands of board members across the state. Each year, OSBA names one board of education member from each of its five regions – Central, Northeast, Northwest, Southeast and Southwest – to the All-Ohio School Board.

All-Ohio School Board candidates are nominated by their respective school boards; OSBA regional committees then select the five winners.

Brophey, who has been elected six times, represents OSBA’s Northeast Region.

Brophey is active in his community as a member of the Wellsville Area Chamber of Commerce, social member of Veterans of Foreign Wars, Friends of the Wellsville Carnegie Public Library, Knights of Columbus and Hammond Park Commission.

Among his numerous OSBA awards was recognition as a master board member, a lifetime of distinction.
