Youngstown court project gets proposals for plumbing and HVAC under estimates

After failing to get proposals below the estimated cost for two contracts at the future home of municipal court, the city raised those amounts and met with success.
The original estimates for plumbing and HVAC – heating, ventilation and air conditioning – were “wrong” as they were too high for the work, said Ray Jaminet, whose architectural firm designed the court, on Tuesday.
The project’s electric contract came in $450,000 below estimate on April 6 allowing the city to increase the plumbing and HVAC estimates, he said.
The city charter doesn’t permit a contract award that exceeds the estimate.
The plumbing estimate increased from $305,000 to $475,000.
The apparent lowest proposal of $472,600 came from Antenucci Inc. of Warren. It was the only proposal opened Tuesday under the estimate. The three others ranged from $488,800 to $520,000.
The HVAC estimate was increased from $1,670,000 to $1,950,000.
The apparent lowest proposal opened Tuesday of $1,695,200 came from D&G Mechanical Inc. of West Middlesex, Pa. The three other proposals ranged from $1,788,000 to $2,149,000 with two of them below the estimate.
The city is having the project’s general contractor, electrical and fire protection contractors start work May 12, Jaminet said.
The board of control is expected to approve contracts for plumbing and HVAC the same day.
The project was expected to cost $7.1 million, and if the contracts for plumbing and HVAC are approved, the cost will be $7,064,832, said Paul J. Ricciuti, the city’s project manager.
The project is expected to be done by the end of 2017.
Municipal court is on the second floor of city hall on Phelps Street. Judges have complained about the court’s conditions for several years.
The judges filed a complaint with the Ohio Supreme Court in 2009 stating the court, among other issues, is too small and unsafe as there’s no way to keep witnesses separate from those in the courtrooms.
The city’s three branches of government reached an agreement in June 2015 to relocate the court and the clerk of courts office to the annex at the corner of Front and Market streets.
