“Shades of Blue” (10 p.m., NBC): The Jennifer Lopez vanity project known as “Shades of Blue” caps off its first season as Harlee scrambles to devise a Plan B after her scheme to turn over Donnie (Michael Esper) and Linklater (Stephen Lang) to the FBI fails.
