Reports said officers had to use a stun weapon Saturday morning on a man who was found in a city vehicle inside the wastewater treatment plant.

Stephen Koscelansky, 26, of Harvey Street in Struthers, was arraigned Monday in municipal court on charges of criminal trespass, obstructing official business and resisting arrest. His bond was set at $10,000 by Judge Robert Milich.

Reports said officers were called just before 2 a.m. Saturday to the city wastewater treatment plant, 725 Poland Ave., on a report of a man in a vehicle. When they arrived, they found Koscelansky inside a vehicle that was parked there.

Koscelansky told officers, ā€œI’m up,ā€ twice when they tried to get him out of the car. Reports said he was handcuffed and placed in the back of a cruiser, and he smelled heavily of alcohol.

As officers were talking to the person who called 911, they went back to check on Koscelansky, who they thought had slipped a hand out of his cuffs. His hands were still cuffed, but he became very combative, reports said.

Reports said when the officers tried to close the door of the cruiser, Koscelansky put his foot out so the door would not close, and he resisted all efforts to get his foot back inside until one of the officers used his electronic stun weapon on him.

Koscelansky was so combative officers could not put a seat belt on him, and they got permission from a supervisor to take him to the jail without a seat belt, reports said.
