Inspection for asbestos delays demolition again for Kirk Road property

After about a two-year battle with a nuisance property, city council again prolonged the demolition at 33 Kirk Road.

An employee of MS Consultants, Youngstown, will now inspect the property for asbestos.

City Manager Joe Warino said if there is asbestos on the property, the demolition would be further delayed until it’s removed. If the inspector doesn’t find asbestos, it still will be another 30 to 60 days until a contractor will be at the property.

In other business at Wednesday’s council meeting, is progressing at a faster rate, police Chief Chuck Colucci said the police station’s 3,500-square-foot expansion is progressing.

“The station is moving along excellent. The 180-day time limit is up at the end of April and they [Brock Builders Inc. of Boardman] fully expect we will be in there,” Colucci said.

The addition was approved in March 2015 when the city restructured debt at Red Gate Farm to lower the interest rate. The new loan, through Farmers National Bank, was an eight-year $1.1 million loan, with the current debt at the farm of about $602,000 at that time.

The rest of the loan, $500,000, was for the expansion.

In other news, city Atty. Mark Fortunato drafted a resolution council approved that established a policy that charges a $20 fee for bad checks written to the city.

Fortunato said it is an administrative cost for handling the bad check which can lead to the city no longer accepting checks from habitual bad check writers.

“This is to cover the fee that Farmers [bank] charges us when we deposit a check that is nonsufficient funds,” said Christine Clayton, city finance director. “They charge us $10 for every check we deposit that is bad.”

Clayton said the second half of the $20 is for the time it takes to resolve a bad-check issue.

In addition to the $20, the check writer also will be obligated to pay whatever fee the bank charges – usually around $30.
