Paul Horning, 90, of Warren, struck by a car while he rode his mobility scooter across North River Road at Elm Road on July 5, has died. The Ohio State Highway Patrol’s Southington Post was notified by family members that Horning died Friday.
He was crossing North River from the Chase Bank parking lot heading to the Walgreens parking lot when a vehicle turned left onto North River while leaving the Walgreens parking lot, striking Horning. The patrol continues to investigate.

Two weekend sobriety checkpoints resulted in four OVI arrests, nine citations and six summonses. There were 489 vehicles that passed through the checkpoints. Four officers conducted saturation patrols, with 24 traffic stops. Citations included driving in the wrong lane, marked-lanes, expired license plates, expired driver’s license, not wearing a helmet while driving a motorcycle, failure to yield to an emergency vehicle and reckless operation. Summonses included driving without a license, driving under suspension, open container, failure to comply with a police order and underage alcohol possession.
