1991: The Youngstown Police Department is well below affirmative-action goals for hiring minorities and women, but improving the force’s racial balance will be tougher than walking a high wire, city officials say.

Youngstown may seek a $2 million federal loan for renovation or demolition of the former Higbee Department Store building in downtown. For many decades, the building housed the G. M. McKelvey Co.
