ROCHESTER, N.Y.

Officials in Rochester canceled a New Year’s Eve fireworks celebration after the arrest of a man federal officials said had planned an attack on a New York bar to prove he was worthy of joining the Islamic State group.

Rochester Mayor Lovely Warren said at a news conference Thursday evening that the cancellation would allow police to redeploy about three dozen officers to patrol the city.

Warren said officials have no reason to believe there is a threat to the public. Other festivities in the city, including an ice-skating event, were to go on as planned Thursday night.

Earlier Thursday, 25-year-old Emanuel Lutchman was charged with attempting to provide material support to terrorists. Prosecutors said the self-professed convert to Islam planned to use knives and machetes in the attack.

Ark. abortion law temporarily blocked

LITTLE ROCK, Ark.

A federal judge issued a temporary restraining order late Thursday preventing Arkansas from enforcing new limits on how the abortion pill is administered.

U.S. District Judge Kristine Baker issued a 14-day delay in enforcing two sections of the law, which was scheduled to go into effect today.

Planned Parenthood of the Heartland filed a lawsuit Monday challenging one portion of the law requiring doctors administering abortion pills to contract with a physician who has admitting privileges at a hospital and agrees to handle any complications. It also challenged another portion requiring providers to follow guidelines set by the U.S. Food and Drug Administration when administering the pills.

Old Clinton emails newly classified

WASHINGTON

The State Department said Thursday that portions of 275 emails released New Year’s Eve from Hillary Clinton’s time as secretary of state have been newly classified, bringing 2015 to a close for the Democratic presidential front-runner.

Clinton has said she didn’t send or receive information that was classified at the time via her personal email account, which was run on a private server at her New York home. Republicans repeatedly have questioned whether her use of a private email system put sensitive information at risk.

In all, the State Department said 1,274 of Clinton’s emails have been retroactively classified since the department started reviewing them for public release.

Applications for jobless aid increase

WASHINGTON

More Americans requested unemployment benefits last week, but the level remains near historic lows in a positive sign for the job market.

The Labor Department says applications for jobless aid jumped 20,000 to a seasonally adjusted 287,000. The less-volatile 4-week average climbed 4,500 to 277,000.

Despite the increase, jobless claims have stayed below the key level of 300,000 for nearly 10 months.
