Three arraigned in municipal court on felony drug charges

Three people were arraigned on felony drug charges Friday in municipal court, while a fourth was in a hospital after being found Thursday passed out from an overdose in the restroom of a fast-food restaurant.

A police hold has been placed on Joshua Ham, 26, of Columbiana, after he was found about 6:55 p.m. Thursday passed out in the restroom at the Taco Bell on Youngstown-Poland Road.

Reports said police were called for a report of a man who had been in the restroom for a long time.

Officers went to the door and heard someone taking loud breaths as if struggling to breathe, reports said.

The officers forced open the door and found Ham face-down on the floor unconscious with a needle in his hand.

In a stall, officers found a dose of heroin, reports said. Employees told police that Ham comes into to the restaurant and spends at least 15 minutes alone inside the bathroom.

Ham was taken unconscious to St. Elizabeth Youngstown Hospital. When he is released from the hospital, he will be taken to the Mahoning County jail on charges of possession of heroin and possession of a drug-abuse instrument.

Arraigned before Judge Robert Milich on charges of possession of marijuana, possession of heroin and illegal conveyance of drugs into a detention facility was Dunta Shepherd, 40, of Mansell Drive in Liberty. Reports said Shepherd was pulled over about 7:05 p.m. at Chicago Avenue and Market Street for an improper turn, and the officer who pulled him over could smell a strong odor of marijuana in his car.

At first, reports said Shepherd told police he had smoked a marijuana cigar, but when the officer told him the odor was too strong for that, Shepherd admitted to having a freezer bag full of marijuana. He later told police he had a half-pound of marijuana in the bag, reports said, which is enough for a felony charge.

At the jail, corrections staff found a bag of suspected heroin in his clothes as well as a bag of marijuana, reports said. Judge Milich set his bond at $20,000.

Earlier, about 6:20 p.m., Daniel Allmon, 27, of Compass West in Austintown, was arrested on a charge of possession of crack cocaine after reports said officers found two rocks of suspected crack cocaine on the floorboard of his car after he was pulled over for running a stop sign at Poland Avenue and Cooper Street.

A records check also showed that he has three open suspensions on his license. Judge Milich set his bond at $5,000.

Judge Milich set a bond of $7,500 for Angel Hogan, 23, of East Boston Avenue, on charges of driving under the influence and possession of drugs. She was arrested about 6:25 p.m. Thursday after a trooper with the Ohio State Highway Patrol spotted her making an improper turn at Midlothian Boulevard and Rush Boulevard.

Reports said the van Hogan was driving also did not have a front license plate, and she was not wearing a seat belt. When the trooper went to talk with her, reports said Hogan had a plastic bag sticking out of her top that was later found to have 17 pills inside, reports said.

Reports she smelled heavily of alcohol and submitted to a blood-alcohol test at the patrol’s Canfield Post, where reports said her BAC was 0.122.

In Ohio, someone is considered driving drunk if their BAC is 0.08 or above.
