Man faces 16 charges in Campbell high-speed chase

A man is in critical condition after police say he drove while intoxicated and led officers on a high-speed chase before crashing his car.
Emmanuel Pagan, no age or address, faces 16 charges, including endangering children, driving an unsafe vehicle, driving under the influence and possession of drugs, according to a police report. Two endangering-children charges are felonies.
According to a police report, an officer observed Pagan speeding on 12th Street near Devitt Avenue about 4:14 a.m. Sunday. The officer reported he activated his sirens and lights, but Pagan continued to drive at a speed exceeding 80 miles per hour.
Pagan failed to stop at a red light at 12th Street and Coitsville Road before striking a utility pole. He was ejected from the vehicle before it came to a rest in the front yard of a 12th Street home.
Police described hearing a woman screaming that her child was trapped in the car. Juanita Rich, a city councilwoman and a 12th Street resident, reportedly helped police cut the 4-year-old boy from the car seat.
The woman, Tania Pagan, 26, of Youngstown, told police Emmanuel Pagan had been drinking, the report states. The report did not say if the Pagans were related. Officers reported searching a vehicle to find an open beer bottle and a small amount of suspected marijuana.
Tania Pagan faces misdemeanor drug-possession and paraphernalia charges. Police reported both Tania Pagan and her child suffered nonlife-threatening injuries. At last check Monday night, Emmanuel Pagan was still in critical condition at St. Elizabeth Youngstown Hospital.
