Hiram Ramos, 27, of Florida Avenue, is charged with misdemeanor counts of theft, possession of drug-abuse instruments and possession of drug paraphernalia for an incident at Home Depot reported in March.

In a March 8 police report, an employee at the Southern Boulevard store reported that a suspect attempted to steal merchandise, then left behind a backpack containing hypodermic needles and a spoon with suspected drug residue on it.
