UPDATE | Closing arguments on Youngstown plan set for later this afternoon


COLUMBUS — The state closed its defense of the Youngstown plan to appoint a CEO to oversee operation of city schools after about three hours of testimony, and the court was set to resume with closing arguments from both sides early this afternoon.

Two state education officials called to testify during a hearing today in Franklin County Common Pleas Court recounted the failing performance of the city schools and the need for a new direction at the district.

"There are tough decisions that have to be made in the district, and when you work in a large urban setting, you have different power structures that are in place," said Lonny Rivera, associate superintendent of the Ohio Department of Education.

Christopher Woolard, senior executive director of the agency's Center for Accountability and Continuous Improvement, reviewed state-issued report cards for the school district, which has posted failing scores for more than a decade.

Earlier this morning, Judge Jenifer French ruled on motions from legal counsel about exhibits that would be included as part of the official court record.
