COLUMBUS

The Ohio Manufacturers’ Association board of directors Tuesday endorsed State Issue 1, the proposed constitutional amendment that would replace the existing partisan process for drawing Ohio House and Senate districts with a more bipartisan process.

Drilling permits

The Ohio Department of Natural Resources issued five horizontal-drilling permits for the week ending Sept. 12, with four issued in Monroe County and one issued in Belmont County. The rig count is at 21.

ODNR lists a total 2,005 permits, 1,588 of which reported drilled with 1,006 producing.

The Pennsylvania Department of Environmental Protection issued no permits in Mercer and Lawrence counties during the same week.

Barra tops Forbes list

DETROIT

Mary Barra, chief executive officer for General Motors, has topped the list of Fortune Magazine’s Most Powerful Women. Barra previously was ranked No. 2.

The year’s list includes the most CEOs ever. In total, 27 CEOs are included in the list of 51 female leaders.

Last year’s leader was IBM CEO Ginni Rometty. An extra was added to the list this year in Taylor Swift, who ends the list at No. 51.

F.N.B., Lyft cited

WASHINGTON

The Federal Communications Commission’s Enforcement Bureau issued citations to F.N.B. Corp. and Lyft Inc.

Both companies are being cited for violating rules protecting consumers against unwanted autodialed text messages.

The commission says First National Bank requires its online banking and Apple Pay customers to agree to receive autodialed telemarketing texts in order to use its services. Lyft purports to allow consumers who sign up for its ride-sharing service to opt out of receiving autodialed or prerecorded telemarketing calls and texts, but does not allow users to access the service if they do exercise their right to opt out of marketing calls and texts.

The commission says both companies’ practices violate the commission’s rules implementing the Telephone Consumer Protection Act.

Retail sales rise

WASHINGTON

Americans stepped up their spending on cars, restaurant meals, groceries and clothing in August, suggesting that consumers will help sustain U.S. economic growth despite a broader global slowdown.

The Commerce Department said Tuesday that retail sales rose 0.2 percent last month, after advancing 0.7 percent in July. Sales have increased 2.2 percent over the past 12 months, as solid hiring has translated into surges in spending at auto dealers and dining establishments.
