Hungary deployed a boxcar bristling with razor wire to close a key border crossing and warned of a new era of swift deportations Monday as governments across Europe debated how to share the burden of housing hundreds of thousands seeking refuge – and whether the continent’s hard-won policy of passport-free travel could survive the unrelenting flow of humanity.

In Brussels, ministers from the 28-nation bloc agreed to share responsibility for 40,000 people seeking refuge in overwhelmed Italy and Greece and spoke hopefully of reaching eventual agreement – possibly next month, or possibly by the end of the year – on which nations would take 120,000 more.

But their slow deliberations appeared disconnected from the rapidly shifting situation on the most besieged borders of Europe, where Austria, Slovakia and even the Netherlands joined Germany in reintroducing border controls for the first time in a generation in a bid to record the arrivals of thousands daily from the Middle East, Asia and Africa.

Clinton vows action on campus assaults

Hillary Rodham Clinton pledged Monday that she will address sexual assault on campuses if she becomes president and voiced solidarity with victims, saying, “You have the right to be believed.”

Speaking to more than 500 people at the University of Northern Iowa, the Democratic presidential candidate said she will offer a comprehensive approach to campus sexual assaults. This means support to survivors, a disciplinary or legal process fair to all and more steps to prevent assaults from happening, she said.

Egyptian forces fire on, kill 12 tourists

Egyptian forces hunting militants in the country’s western desert mistakenly opened fire on Mexican tourists on safari, killing 12 people and dealing a further blow to the government’s efforts to project an image of stability as it fights an increasingly powerful insurgency, officials said Monday.

Egyptian officials said the group did not have permission to be in the area, but have not offered a full account of Sunday’s incident, in which 10 other people were wounded. Mexico’s President Enrique Pena Nieto condemned the attack and demanded a full investigation, and his foreign minister said survivors told officials they were fired upon by helicopters and other aircraft.

Ohio archery season begins this month

Ohio’s archery season for hunting white-tailed deer opens later this month with hunters reminded of hunting permit changes.

Antlerless permits will remain valid in 10 counties until Nov. 29. Only one antlerless permit may be used per county.

The archery season will run from Sept. 26 through Feb. 7. The youth gun and gun seasons begin in November with muzzleloader season scheduled for January.

1 dead, hundreds of home burned in fires

SACRAMENTO, Calif.

Cooler weather and a clearing sky allowed firefighters to unleash new aerial attacks on Northern California’s two major fires Monday, but officials warned that the blazes that have killed at last one person and burned hundreds of homes since last week may be just the beginning of California’s fire problems.

“We don’t see an end to fire season for months to come,” Cal Fire Director Ken Pimlott said Monday as the state marshaled an army of 11,000 firefighters to battle 12 major blazes in the state that have consumed more than 700 square miles.
