Man charged in plot to bomb 9/11 event
JACKSONVILLE, Fla.
A Florida man faces up to 20 years in federal prison after authorities say he was trying to help plan an attack on an upcoming 9/11 memorial in Missouri.
The U.S. Attorney’s Office announced Thursday that 20-year-old Joshua Ryne Goldberg was arrested and charged with distributing information relating to explosives, destructive devices and weapons of mass destruction.
A criminal complaint says Goldberg, of Orange Park, about 15 miles south of Jacksonville, began communicating online with an FBI informer in July and gave that person information on how to build a bomb with a pressure cooker, nails and rat poison. The complaint says Goldberg also instructed the informer to place the bomb at an upcoming memorial in Kansas City, Mo., that was commemorating the 14th anniversary of the Sept. 11, 2001, attacks.
Feds issue safety rules for food
WASHINGTON
Food manufacturers must be more vigilant about keeping their operations clean under new government safety rules released Thursday in the wake of deadly foodborne illness outbreaks linked to ice cream, caramel apples, cantaloupes and peanuts.
When the rules go into effect later this year, food manufacturers will have to prepare food-safety plans for the government that detail how they are keeping their operations clean and show that they understand the hazards specific to their product. The plans will lay out how they handle and process food and how they monitor and clean up dangerous bacteria such as listeria, E. coli or salmonella that may be present, among other safety measures.

$79M pledged to process rape kits
NEW YORK
An estimated 70,000 rape kits sitting in laboratories and evidence-collection rooms across the country will be tested with a combined $79 million in federal and New York City funds designed to cut the backlog of untested DNA evidence in 27 states, officials announced Thursday.
“There’s nothing more consequential than giving a woman back her life,” said Vice President Joe Biden, after touring the New York City medical examiner’s testing lab with Attorney General Loretta Lynch, Manhattan District Attorney Cyrus Vance Jr. and “Law & Order: SVU” actress Mariska Hargitay.
The White House will contribute $41 million toward the effort, supporting not just testing efforts but also funding auditing and training for localities on police and forensic best practices.
