Youngstown board rejects proposals to replace the roof on the city hall annex

The city’s board of control rejected roof-replacement proposals for the City Hall Annex, where municipal court will be relocated, because they were much higher than the estimate.

Instead, the city will purchase the roof system, including the hiring of contractors to install it, from the state purchasing list, said Charles Shasho, deputy director of public works.

The city estimate was $375,000. The lower proposal, opened last Friday, from SRI Roofing and Sheet Metal of New Castle, Pa., was $457,000. The other proposal of $484,000 came from Boak & Sons of Austintown.

The city charter doesn’t permit the municipality to award contracts for work when the proposals are more than the estimate.

The board voted Thursday to reject both proposals.

The city removed the roof framing from the proposal to lower the cost.

The roof framing will be included in the general contract proposal for the annex, Shasho said.

By going through state purchasing, Shasho said the “preliminary estimate is the cost will be a little under” the city’s estimate.

Shasho said he didn’t have an exact price Thursday as he hasn’t selected manufacturers from the state list. That should happen late next week and be ready for a vote from the board of control by its next meeting, Sept. 17, he said.

The roof replacement is the first major improvement project to the annex building that will house the city’s municipal court and clerk of courts by late 2017.

The city wants the roof work done in the fall so interior improvements can be done in the winter, Shasho said.

The overall project is expected to cost $7,750,000.

The judges filed a complaint with the Ohio Supreme Court against the administration and city council six years ago over the condition of the municipal court and demanded a new facility.

The matter was resolved in June when the parties agreed on the cost to move the court from the second floor of city hall, 26 S. Phelps St., to the annex at 9 W. Front St.
