Lowellville plans paving, infrastructure repairs

Work is slated to get underway soon for about $627,400 worth of village improvements.

Of that, $548,682 is to be used for an emergency project that largely will entail repairing roads, storm sewers, retaining walls and other infrastructure along East Jackson, McGill and West Walnut streets.

Ohio Public Works Commission is partly funding the project with grants for between 80 percent and 90 percent of the project cost, and Ohio Water Development Authority is providing a loan for the remaining costs.

Christopher M. Kogelnik, regional manager for CT Consultants Inc., explained during a special village council meeting Thursday the infrastructure was damaged during June’s heavy rains and severe weather.

The project also will include paving near the intersection of McGill and Wood streets, as well as the intersection of West Walnut and Queisner Avenue.

The village hired Lowellville-based SET Inc. for the work.

The village also hired Butch & McCree Paving Co. of Hillsville, Pa., to resurface sections of several roads for $78,652. Those roads will include portions of Kennedy Road from East Jackson Street to the municipal limits, West Walnut between state Route 289 and Park Avenue, and North Heights from West Walnut to the municipal limits, said Jeffrey S. Smith, CT Consultants’ senior engineer.

The storm-sewer portion should wrap up by mid-December, with its final restoration completed by next spring, Smith said. The paving project should be completed in the next few weeks. CT Consultants is overseeing both projects.

In other business Thursday, village Solicitor James E. Lanzo announced that former Police Chief Ryan Bonacci reimbursed the village $3,550 that he mistakenly received for accumulated time after having resigned in June.

Lanzo and Mayor James Iudiciani Sr. said the oversight was a mistake on the parts of Bonacci and the village, and that the matter has been resolved.
