Canfield City saves money on stormwater project

City officials saved about $6,000 on a recent water project.
Canfield City Council this week approved a reduction of $6,441 on its contract with Utility Contracting Inc. on Meridian Road in Youngstown. The savings was for materials not used in the project.
The city approved a $33,060 project with that company in August for a stormwater-control project for the road, which has been affected by heavy rains in recent years.
The project added more catch basins to alleviate drainage issues on Chapel Lane, and the city paid for it from its stormwater capital projects fund.
While city council closed out the Chapel Lane project Wednesday night, city Manager Joe Warino told council that damage to a sanitary line on Blueberry Hill Drive was greater than city officials had expected.
Council unanimously approved United Survey Inc. to insert a liner into a sanitary pipe under that road and for it not to exceed $69,510. The contractor would not receive that full amount and only be paid for videotaping the feed, Warino said.
That line, however, is “unrepairable” in its current state after a video feed of the pipe in its current state was viewed by project workers, Warino said.
“There were two pretty large sections. One that was 132 feet that had failed, and they couldn’t get the camera through any of that. And 208 feet on the eastern end of the project” also failed, he said.
The fix for that line’s issue “will probably be a full replacement,” Warino said. “From the severity I understand ... do it under an emergency manner because we can’t leave something in that state sit there for months” and have it fixed before the end of the year, he said.
In other business:
Warino said R.T. Vernal Paving of North Lima recently finished paving Blueberry Hill, Fairview Avenue and Glenview Road. That project was not to exceed $267,518.
Warino also reminded council that it needs to pick a representative of the city for a board seat on the Joint Economic Development District board for the proposed Windsor House nursing facility.
