Dissent continues as Youngstown school plan begins to be implemented

The clock begins ticking today on implementation of the Youngstown Plan, the state law that will allow a CEO takeover of the city schools.

A new academic distress commission will be appointed to replace the one established in 2010. The state superintendent of public instruction will appoint three of the members, Mayor John McNally will appoint one and a city schoolteacher will be appointed by the school board. Those appointments are expected within 30 days.

Brenda Kimble, school board president, said she’s thought about possible appointees.

“But everyone I’ve thought of who I thought would be really good has said they want nothing to do with it,” she said.

That commission will appoint a chief executive officer by year’s end.

Meanwhile, the school board and its employee unions have filed a notice of appeal of a Franklin County Common Pleas Court decision that earlier this week denied the board’s and unions’ motion to stop the plan from taking effect.
