Marling named chief deputy auditor

Stacy A. Marling has been promoted from director of accounting to chief deputy auditor in the Mahoning County Auditor’s Office, county Auditor Ralph T. Meacham announced Thursday.
Marling, of Niles, joined the county as an office of management and budget analyst in the county commissioners’ office in 2004 and transferred to the auditor’s office in 2007.
Marling, who was chosen from among 14 applicants to be chief deputy auditor, has a bachelor’s degree in accounting from Youngstown State University.
Because of her promotion, her salary has been increased $5,000 to $72,700 a year, Meacham said.
“Mrs. Marling is an asset to this county, and I am more than confident in her ability to serve as chief deputy auditor,” Meacham said.
The chief deputy position had been vacant since Meacham fired Carol McFall on March 4 on his second day in office after she redacted bonus information from a personnel action request form supplied in response to a Vindicator public-records request.
McFall, whose final annual salary here was $92,500 after nearly 10 years with the county, has since become Clinton County, Ohio, chief deputy auditor at $75,000 a year.
Meacham and McFall are certified public accountants; Marling is not.
Although Meacham had initially expressed his preference for a CPA as chief deputy, only two CPAs applied to replace McFall.
Meacham said he does not now plan to hire a new director of accounting.
He said he plans, however, to hire a new staff accountant, who will report to Marling.
Meacham said he posted Thursday the job of budget analyst, which was vacated by the April 17 resignation of Anthony Magnetta, whose final salary was $65,520 annually.
