Man claims Cleveland police shot him after surrendering


CLEVELAND (AP) — A 27-year-old man has sued Cleveland police claiming that an officer shot him in the arm last year after he’d already gone to the ground and surrendered.

An attorney for Kipp Holloway filed the suit today. It says Holloway had caught a ride from two acquaintances, and that the driver began traveling at high speeds on city streets before wrecking the car. The suit says Holloway fled, and later went down on his stomach and surrendered in a garage when officers approached.

The lawsuit says Holloway told officers he was black and unarmed. He claims an officer then shot him without provocation and then stuck a gun in his mouth.

Holloway claims he has lingering physical and mental health problems because of it.

A city spokesman has declined to comment.
