Three face drug charges in Campbell court after Penhale house search

Three people were arraigned Tuesday after police found 50 marijuana plants and materials for a hash oil operation Monday in the basement of a home at 540 Penhale Ave.

Owen Black III, 43, of Campbell; Tracy Black, 41, of Campbell; and Richard Halloway Jr., 19, of Nashville, Ohio, all face second-degree felony charges of possessing chemicals to manufacture drugs, third-degree felony charges of endangering children, fourth degree felony charges of cultivation of marijuana and fifth-degree felony charges of possession of criminal tools.

All three individuals face first-degree misdemeanor charges of possession of marijuana, first-degree misdemeanor charges of contributing to the delinquency of a minor and fourth-degree misdemeanor charges of possession of drug paraphernalia.

Owen Black also faces misdemeanor charges for resisting arrest and obstructing official business, and Halloway faces a misdemeanor charge of obstructing official business.

For all felony charges, the three individuals, if convicted, could each face up to 131/2 years in prison and up to $32,500 in fines.

Owen Black has a $37,500 bond; Tracy Black has a $36,000 bond; and Halloway has a $39,000 bond.

A plea of not guilty was entered for all misdemeanor charges. All three face a preliminary hearing for all felony charges June 30.

Police also took a 17-year- old juvenile into custody Monday in connection with the suspected narcotics operation. The juvenile will face charges through the juvenile justice center.
