Three face drug charges in Campbell court after Penhale house search
CAMPBELL
Three people were arraigned Tuesday after police found 50 marijuana plants and materials for a hash oil operation Monday in the basement of a home at 540 Penhale Ave.
Owen Black III, 43, of Campbell; Tracy Black, 41, of Campbell; and Richard Halloway Jr., 19, of Nashville, Ohio; all face second degree felony charges of possessing chemicals to manufacture drugs, third degree felony charges of endangering children, fourth degree felony charges of cultivation of marijuana and fifth degree felony charges of possession of criminal tools.
All three individuals face first degree misdemeanor charges of possession of marijuana, first degree misdemeanor charges of contributing to the delinquency of a minor and fourth degree misdemeanor charges of possession of drug paraphernalia.
Owen Black also faces misdemeanor charges for resisting arrest and obstructing official business and Halloway faces a misdemeanor charge of obstructing official business.
For all felony charges, the three individuals if convited could each face up to 13.5 years in prison and up to $32,500 in fines.
Owen Black has a $37,500 bond, Tracy Black has a $36,000 bond and Halloway has a $39,000 bond.
A plea of not guilty was entered for all misdemeanor charges. Owen Black, Tracy Black and Halloway face a preliminary hearing for all felony charges on June 30.
Police also took a 17-year old juvenile into custody on Monday in connection with the suspected narcotics operation. The juvenile will face charges through the juvenile justice center.
