The Mahoning-Youngstown Community Action Partnership, 1325 Fifth Ave., has scheduled the dates and times of its information sessions for its first Workforce Development program of this year.

The program helps Mahoning County residents learn the basic work-related skills that can be used in any position they are seeking. The sessions will take place from 10 a.m. to noon, and 1 to 3 p.m. Tuesday to Jan. 22.

The sessions will outline what is covered in the class, the details of the program and expectations of each participant. Candidates interested must attend only one of them, and must be income eligible at or below 125 percent of the federal poverty line.

GM plant evacuated

LORDSTOWN

A suspicious device found inside the men’s restroom in the East Plant at the General Motors Lordstown complex led to the evacuation of about 500 employees at midnight Tuesday.

An employee found the device and reported it to a supervisor. Authorities were contacted, and the Youngstown Bomb Squad was sent to the plant to investigate. The device was removed and determined not to be explosive. Employees were evacuated for a little more than two hours. Production began again about 3:30 a.m. Wednesday.

Tax-credit measure

WASHINGTON

U.S. Sen. Sherrod Brown announced a bill that would create an early refund Earned Income Tax Credit as an alternative to payday loans, which can carry hidden fees and annual interest rates as high as 500 percent.

The EITC is a refundable tax credit for low-income Americans. The plan would allow eligible working Americans to draw upon already-earned EITC benefits before tax day.

VA clinic shooter was ex-employee

EL PASO, Texas

An Army veteran who fatally shot a psychologist at a West Texas veterans hospital before killing himself was a former clerk at the clinic and had threatened the doctor in 2013, the FBI said Wednesday.

The FBI identified the gunman in Tuesday’s shooting as Jerry Serrato, a 48-year-old who was medically discharged from the Army in 2009 after serving in Iraq two years earlier. Douglas Lindquist, who heads the FBI’s El Paso office, said Serrato shot Dr. Timothy Fjordbak, 63, and himself at the El Paso Veterans Affairs Health Care System at Fort Bliss.

Ex-WV Gov. Moore dies at age 91

CHARLESTON, W.Va.

Former Gov. Arch Alfred Moore Jr., his era’s most successful Republican in Democrat-dominated West Virginia, has died. He was 91.

One of Moore’s daughters, U.S. Sen. Shelley Moore Capito, issued a statement saying her father died Wednesday evening “with his family by his side.”

The three-term governor also was a congressman and state legislator.

Moore pleaded guilty to five corruption charges in 1990 but later argued he was innocent.
