2 men charged with building-code violations at former Packard plant
WARREN — Two men working for Sergio DiPaolo of Girard, owner of the former Packard Electric buildings on Dana and Griswold Streets, have been charged with a building-code violation after they were observed cutting steel out of one of the buildings without the proper permits.
Ernest W. Gallagher III, 54, of New Wilmington, Pa., and Robert M. Phillips, 28, of Adams Avenue NW, will be arraigned at 9 a.m. Wednesday in Warren Municipal Court.
Chris Taneyhill, city building official, said the Building Department observed the workers in Building 8, at the corner of Griswold Street and Paige Avenue on Feb. 6 and again Tuesday. Taneyhill filed the charges Tuesday.
